A BISP complaint online is what many families search for when a Kafaalat payment is late, an agent cuts money, or 8171 gives a result that looks wrong. As of October 2026, BISP’s own website names two complaint routes for beneficiaries: your nearest BISP Tehsil office and the toll free helpline 0800-26477. The online option BISP links to is the federal Pakistan Citizen’s Portal. All of them are free.

BISP complaint online: 3 steps that work

  1. Check your status first at 8171.bisp.gov.pk, or send your 13-digit CNIC without dashes to 8171. The result tells you what kind of problem you have.
  2. Register the complaint with BISP. Visit your nearest BISP Tehsil office with your original CNIC, or call the free helpline 0800-26477. Write down the complaint number or the officer’s name.
  3. Escalate online if nothing moves. File a complaint on the Pakistan Citizen’s Portal, which BISP’s own website links to under its Complaint Cell.

BISP’s Kafaalat page says its Grievance Redressal Mechanism is linked with its partner banks for quick tracking. It tells beneficiaries to visit the nearest Tehsil office or call the toll free helpline at BISP headquarters in Islamabad.

Complain at your BISP Tehsil office

This is the route BISP points to most often, and it is the only one that handles agent deductions and family changes in full.

  1. Find your office. BISP’s Regional Offices Contacts page lists Tehsil offices by district, with addresses and landline numbers.
  2. Take your documents: your original CNIC and the mobile number linked to your payment.
  3. Ask for a complaint form. In March 2026, ProPakistani reported that beneficiaries should report the problem to the assistant director or a responsible official and ask for the form. If you cannot fill it in yourself, office staff can help.
  4. Keep your proof. Ask for the complaint number, or write down the officer’s name and the date.

Call the BISP helpline 0800-26477

The helpline is printed at the top of every page on bisp.gov.pk, with the hours Monday to Friday, 9am to 5pm. The call is free. Have your CNIC ready. Staff can tell you what your case needs, but for deductions and record changes they will usually send you to the Tehsil office.

Is there a BISP complaint portal online?

Not for beneficiaries, as far as we could find on 1 October 2026. Here is what we checked:

  • pcp.bisp.gov.pk is linked in BISP’s menu as “Procurement Grievances / Complaints Registration”. The page is titled Procurement Complaint Portal and asks for a bid reference number. It is for companies bidding on BISP tenders, not for payment complaints.
  • iGMS. BISP launched its Integrated Grievance Management System on 27 August 2025, with technical support from the Asian Development Bank. BISP says it gives “a unified and transparent grievance lifecycle”, from complaint registration to resolution. It was launched at BISP’s One Window Facilitation Center in Islamabad. BISP has not published a public iGMS link for citizens.
  • Complaint Cell. BISP’s menu has a “Complaint Redressel” item that does not open a page, and a “PMDU” item that opens the Pakistan Citizen’s Portal.

Some websites show a “BISP complaint form” that asks for your CNIC and phone number. If the address does not end in bisp.gov.pk or citizenportal.gov.pk, do not type anything into it.

File online on the Pakistan Citizen’s Portal

The Pakistan Citizen’s Portal is run by the Prime Minister’s Performance Delivery Unit. Its website says it is a government app on Android and iOS for raising issues with government organisations. You can also lodge a complaint on the web at web.citizenportal.gov.pk.

Reporting an agent who cut your money

Deductions by retailers and agents are among the most common BISP complaints. In March 2026, BISP’s chairperson asked beneficiaries to make sure they receive the full amount, ProPakistani reported. Anyone paid less can complain at the nearest Tehsil office. The report said verified complaints are investigated, the bank is directed to take legal action against the agent, and the deducted money is returned.

In July 2026, the State Bank told a National Assembly committee that the cash withdrawal fee from the BISP wallet is Rs 280, ProPakistani reported. Refuse any cut above that.

What to keep for your complaint

Write these down on the day the problem happens. A complaint with details is much easier to act on.

  • Your original CNIC and the CNIC number of the beneficiary, if it is not you
  • The mobile number linked to your BISP payment or Benazir SIM
  • The payment SMS or receipt, and the amount it shows
  • The place where you were paid: shop name, area and date
  • The agent’s name or shop, if you know it
  • The amount cut, or what went wrong
  • Your complaint number and the officer’s name

If the beneficiary has died

BISP’s Kafaalat page describes a Next of Kin policy, so the family of a deceased beneficiary can keep receiving support through an appeal. Take these to the nearest BISP Tehsil office:

  • the CNIC of the deceased woman
  • the CNIC cancellation certificate from NADRA
  • the death certificate from the Union Council
  • the CNICs of family members

Which guide fits your problem

Fake complaint agents and numbers

People who are already waiting for money are easy targets. Watch for these:

  • “Pay a fee and I will register your complaint.” Every BISP complaint route is free.
  • Calls or SMS from numbers other than 8171. BISP says official messages come only from 8171.
  • WhatsApp groups or pages that ask for your CNIC, photos or OTP to “file” a complaint for you.
  • Anyone asking for your OTP or PIN. BISP staff never need them.
