NSER stands for the National Socio-Economic Registry. It is the nationwide database of household living conditions that the Benazir Income Support Programme uses to decide which families qualify for federal support. This guide explains what it is, how to get into it, and how it differs from Punjab’s PSER.
If you have ever sent your CNIC to 8171 and received “you are not eligible” or “record not found”, the reason almost always lies in NSER.
What NSER is
NSER is not a programme you receive money from. It is the register that decides who gets money.
BISP builds it by sending surveyors door to door across Pakistan to record how each household actually lives. The survey collects details such as:
- Household size and the number of children
- The condition and ownership of the house
- Assets such as land, livestock, vehicles, and appliances
- Education levels of household members
- Disability and whether the household is headed by a woman
That data is converted into a poverty score using the Proxy Means Test. Our PMT score guide explains how that scoring works.
Programmes then apply a cut-off to the score. Benazir Kafaalat has generally used a PMT cut-off of about 32. Confirm current thresholds with BISP, since policy changes.
Why NSER matters so much
This is the point most people miss:
If your household is not in NSER, you are normally not eligible for BISP programmes, no matter how poor you are.
Being genuinely deserving is not enough on its own. The system can only see households it has surveyed. A family with almost no income that was never visited by a surveyor will simply not appear, and 8171 will report nothing useful.
That is why “getting registered in NSER” is the real first step for federal support, not “applying for Kafaalat”.
Which programmes depend on NSER
Your NSER record feeds into several federal programmes:
- Benazir Kafaalat, the quarterly cash stipend
- Benazir Taleemi Wazaif, education stipends for children of Kafaalat families
- Benazir Nashonuma, nutrition support for mothers and young children
One survey therefore affects several possible benefits at once, which is another reason to make sure your record exists and is accurate.
How to register in NSER
The registry is now dynamic, which means you do not have to wait for a national survey round. You can go and get registered.
Step 1: Find your BISP Tehsil Office
Every tehsil has a BISP office with an NSER registration desk. This is the official place to register or update. You can confirm your nearest office through the BISP helpline 0800-26477.
Step 2: Take the right documents
Bring:
- Your original CNIC
- CNICs of adult household members
- B-Forms for children under 18
- An active mobile number registered on your own CNIC
- Any disability certificate, or a death certificate for a deceased head of family
Step 3: Complete the survey interview
Staff will ask about your household. Answer accurately. Giving false information can get your record cancelled later, and understating a genuine hardship such as a disability can cost you the support you actually qualify for.
Step 4: Keep your acknowledgement
You may receive a token, slip, or reference. Keep it.
Step 5: Check your status later

Registration is free
There is no fee for NSER registration. Nobody, including an agent, a shopkeeper, or someone claiming to be a BISP official, can:
- Charge you to register
- Change your score for money
- “Add your name to the list” for a fee
Never share an OTP with anyone. If someone demands payment, report it through the Pakistan Citizen’s Portal.
NSER versus PSER
These two are constantly confused, and confusing them costs families real money.

They are separate systems. Being registered in NSER does not put you in PSER, and being in PSER does not make you eligible for BISP.

If you are already registered but ineligible
An “ineligible” result usually means your household was surveyed and scored above the cut-off. If your circumstances have since worsened, for example a death, a disability, or loss of work, go to your BISP Tehsil Office and request an update of your NSER record. A re-survey is the correct route, not repeated SMS messages.
