The e-Khidmat Markaz is a Punjab government one-window centre where you can apply for many government services under one roof, from a domicile to a driving licence. This guide explains where the centres are, what they offer, the fees as of September 2026, the helpline, and how to track your application.

Instead of running between several offices for one document, you apply at a single counter, pay the official fee, get a receipt with a tracking ID, and follow the status online or by phone.

What is the e-Khidmat Markaz?

The e-Khidmat Markaz is a facilitation centre set up by the Punjab government with the Punjab Information Technology Board (PITB). Several departments work from one building. A citizen submits an application at one window and receives a receipt. The relevant department processes the application, and the finished document comes back through the same centre.

The e-Khidmat website says the centres offer more than 160 services and have served more than 8 million citizens. After a service is delivered, the e-Khidmat call centre may call you to ask for feedback. Official information is on ekhidmat.punjab.gov.pk.

The idea is simple: one place, one queue, one receipt, instead of visiting many offices for one document.

At the e-Khidmat Markaz you apply at one window and track your application with the ID on your receipt.

Where the centres are, and when they open

As of September 2026, the e-Khidmat website lists 15 centres. The first ones were set up at divisional headquarters. They are in:

  • Lahore (two centres: Arfa Software Technology Park, or ASTP, and Town Hall)
  • Rawalpindi, Faisalabad, Gujranwala, Multan and Sargodha
  • Bahawalpur, Dera Ghazi Khan, Sahiwal and Sialkot
  • Chakwal, Lodhran, Toba Tek Singh and Rahim Yar Khan

Punjab has many more districts than centres, so if your city is not on this list, check where your nearest centre is before you travel. For some services you can also book a facilitator who comes to your home through Maryam Ki Dastak.

e-Khidmat Markaz services

The e-Khidmat services page lists these groups of services. A few are only for certain cities, such as the warehouse construction permit in Lahore, so check the service page or call the helpline first.

  • Civil documents: birth, death, marriage and divorce certificates, issued by the relevant Union Council or field office
  • Domicile: a new domicile, a duplicate domicile, and a change to an existing domicile, issued by your Assistant Commissioner
  • NADRA counters: CNIC, B-Form (Child Registration Certificate), juvenile card, NICOP, Family Registration Certificate and NADRA e-Sahulat
  • Police services: character certificate, police verification, copy of an FIR, loss report, crime report, women violence report, and tenant and employee registration
  • Driving licences: learner, regular, renewal, duplicate and international licences
  • Vehicles: registration, transfer of ownership, token tax, route permits and traffic e-challan payment
  • Land and property: fard copies, property registry and e-stamp paper
  • Other permits: arms licence renewal, building plan approval, change of land use and some environmental approvals

Each service page on the e-Khidmat website shows its own documents, fee, payment method and delivery time. Some of those pages have not kept up with newer rules, so this table puts the e-Khidmat figure next to other official sources for the most common documents.

The “2025 rules” are the Punjab Local Government (Registration of Births and Deaths) Rules 2025, published in the Punjab Gazette on 14 May 2025. They set the charge for registering a birth or death and issuing the certificate at nil. They list Rs 200 for a birth registered after seven years, Rs 1,000 for a death registered after seven years, Rs 500 for a correction and Rs 200 for a duplicate. Under the same rules, a birth reported after seven years is approved by the Deputy Director concerned, not a court.

How to apply, step by step

  1. Open the service page for what you need on ekhidmat.punjab.gov.pk and note the documents, fee and payment method.
  2. Visit your nearest e-Khidmat Markaz with your original CNIC (or B-Form for a child), the original documents and photocopies. Several services ask for copies attested by a grade 17 officer.
  3. Submit the application at the counter.
  4. Pay the fee the way the service page says. Some services take cash, the domicile fee is paid online, and a few services use a bank challan.
  5. Collect your receipt with the tracking ID. You need it to track the application and to collect the document.

e-Khidmat Markaz helpline and tracking

When you apply, your receipt shows a tracking ID (also called a token number). You can check your status in three ways:

  • On the official website, ekhidmat.punjab.gov.pk, by entering the tracking ID.
  • By calling the 24/7 toll-free helpline 0800-09100.
  • By calling the short code 1317.

You also receive SMS messages as your application moves along. The Punjab government’s helpline list gives 0800-09100 and 1317 for its Citizen Facilitation Center, which also answers calls about e-Construction, Apni Chhat Apna Ghar and Apni Zameen Apna Ghar. So when you call, say that your question is about an e-Khidmat Markaz application and have your tracking ID ready.

If a service is badly delayed and you get no update, you can raise a complaint on the Pakistan Citizen’s Portal.

Is the e-Khidmat Markaz the same as a NADRA office?

No. The e-Khidmat Markaz is a Punjab government centre. NADRA is the federal authority for the CNIC, B-Form and Family Registration Certificate. At an e-Khidmat Markaz, NADRA services are handled at NADRA counters, where the NADRA fee is collected.

Stay safe from fraud

  • Use only the official website ekhidmat.punjab.gov.pk and the official counters.
  • Pay only the official fee through the method the service page shows, and always keep your receipt.
  • Registering a birth or death is free under the 2025 rules. Nobody needs to be paid to “arrange” a certificate.
  • Never share your OTP or password, and ignore any “agent” who asks for extra money to speed things up.
