Getting your driving license online Punjab now starts on Dastak, the Punjab government’s one-window platform for services, while license checks and the e-license stay on DLIMS. This guide explains, as of September 2026, where to apply, the steps from learner permit to full license, the tests, the documents and the fees.
What changed: the DLIMS home page (dlims.punjab.gov.pk) now shows a “We’ve moved to Dastak” message, and its old sign-up page sends you back to the home page. If you used DLIMS before, create a Dastak account and link your old DLIMS account, so your earlier applications and records come across.
What is DLIMS and driving license online Punjab
DLIMS is the Driving License Information Management System, built by PITB for the Punjab Traffic Police. It holds license records, prints cards centrally and tracks their delivery.
Dastak, also called Maryam Ki Dastak, is Punjab’s one-window platform for government services. DLIMS now describes itself as an integrated part of Dastak, and all driving license online Punjab applications go through dastak.punjab.gov.pk or the Dastak app. Here is where each task happens as of September 2026:

How to apply, step by step
- Create a Dastak account. Go to dastak.punjab.gov.pk and choose Register as Applicant, or install the Dastak app from Google Play or the App Store. You need a mobile number, your CNIC, an email address and a password. If you had a DLIMS account, link it after you log in.
- Apply for a learner permit. Under Services, open DLIMS Services and choose Learner Driving License. Fill in the form, upload a live photo of your face on a white background, as Dastak’s service page asks, and pictures of the front and back of your CNIC, then generate a PSID.
- Pay and download. Pay the PSID through an ATM, online banking or mobile banking. The DLIMS help section says the learner permit is issued as soon as the payment goes through, while Dastak’s service page says it takes around 2 working days. A digital copy appears in your account. - Practise for at least 42 days. A learner permit is valid for 6 months. The official e-Khidmat Markaz service page says you need your original learner permit, held for at least 42 days within its validity, before applying for the regular license. Use this time to practise and learn the traffic signs.
- Take the tests in person. Visit a traffic police licensing centre. The traffic police publish a list of licensing offices. You take a traffic sign test and a road driving test. In January 2026, a Punjab Traffic Police spokesperson said first-time applicants must come in person for biometric verification, photographs, video recording and the driving test.
- Get your license. After you pass, you pay the license fee and courier fee. Cards are printed in Lahore and sent by Pakistan Post, and you can download your e-license once the license is issued.
If you fail a test, the rules were changed in 2024 so that you can try again after about two weeks, instead of waiting six weeks.
Faster options for motorcyclists. In April 2026, the traffic police announced that motorcycle applicants could get a learner and a regular license on the same day. In September 2026, they said students applying for the CM Punjab electric bike scheme can get both on the same day without the usual 42-day wait. These are special arrangements, so ask your licensing centre whether one applies to you.
Age limits and juvenile permits
The traffic police and e-Khidmat Markaz list these minimum ages for a learner permit:
- Motorcycle or car: 18 years
- LTV, rickshaw, taxi or commercial tractor: 21 years
- HTV: 22 years (e-Khidmat also lists 3 years of experience)
In 2026, Punjab began issuing juvenile driving permits to young people aged 16 to 18 at traffic police licensing centres. News reports say the permit covers motorcycles and scooters up to 125cc. You need a B-Form or smart card, written consent from a parent or guardian, and you must pass a sign test and a road test. Since July 2026 you can also apply at any e-Khidmat Markaz.
Documents you need
- Your CNIC (original at the centre, and pictures of the front and back for the online form)
- A live photo of your face on a white background for the online form
- A medical certificate if you are 50 or older, or if you are applying for an LTV license, as Dastak’s service page lists. The DLIMS help section says it must be signed by a government doctor, and the Medical Form for Driving License is on the DLIMS and Dastak download pages.
- Your learner permit when you apply for the regular license
- Your old license when you renew
Requirements can change, so check the Dastak service page before you apply.
How to verify a license and download the e-license
These three tools are free, need no login, and are on DLIMS and the Dastak website:
- Verify a license at dlims.punjab.gov.pk/verify. Choose regular, international or juvenile, enter the CNIC (or passport number for an international license) and the license number, and answer a simple sum. Because both numbers are needed, you can only check a license when its holder shares them, for example an employer checking a driver with the driver’s consent.
- Download your e-license at dlims.punjab.gov.pk/elicense. Choose your license type, enter your CNIC and date of birth, answer the sum, and press Generate e-License. In May 2026, Rawalpindi’s chief traffic officer told Dawn that the e-license is a Traffic Police Punjab copy you can legally use while your card is in the post.
- Track your card at dlims.punjab.gov.pk/track with your CNIC. In August 2026, the government said it plans to link Pakistan Post tracking with DLIMS so you can see where your card is.

The fee
As of September 2026, DLIMS and Dastak publish the same official fee table. For a regular license for one year:

- The online learner permit is Rs 500 per category, according to the DLIMS help section.
- You can take a regular license for 1 to 5 years. In a combination, the fee of the highest category applies.
- A one-year renewal is Rs 450 for a motorcycle or Rs 1,350 for a car, plus Rs 480 courier, with extra fines if you renew late.
- A duplicate license is Rs 100 for a motorcycle or Rs 150 for a car, plus Rs 480 courier.
Some older government pages still show lower amounts. Pay only the amount on your PSID or official receipt. A doorstep visit through Maryam Ki Dastak may add a service charge.
Stay safe from fraud
- Apply only on dastak.punjab.gov.pk or the official Dastak app, which is published by PITB. In January 2026, the traffic police said a site called dastakpunjab.online has no connection with the Punjab government.
- There is no first license without a test. Ignore any agent or advert that promises one for extra money.
- Pay only through your PSID and keep the receipt.
- Never share your OTP or password with anyone.
- Report fraud through the Pakistan Citizen’s Portal.
