The CM Punjab Electric Bike Scheme gives students electric bikes on interest-free installments, to cut the cost of getting to class and to support clean transport. This guide explains the current phase, who is eligible, what the bike costs, and how to apply, in simple words.
As of 15 September 2026, Phase 2 is open for applications on the official portal, bikes.punjab.gov.pk, and the last date shown there is 4 October 2026. Applying is free, and no agent can promise you a bike.
What is the CM Punjab Electric Bike Scheme?
Fuel prices make daily travel expensive, especially for students. The CM Punjab Electric Bike Scheme helps by letting eligible students get an electric bike on subsidised, interest-free installments, so they can travel cheaply and cleanly.
The scheme is part of the CM Punjab Youth Initiative and is run by the Punjab Transport and Mass Transit Department. The application portal is built by the Punjab Information Technology Board (PITB), and it shows the Bank of Punjab as a partner. Official information is on two sites:
- The application portal: bikes.punjab.gov.pk
- The Punjab government’s scheme page: punjab.gov.pk/cm-ebikes-scheme
The first phase, in 2024, gave students both petrol bikes and e-bikes. The second phase, in 2026, offers electric bikes only.
Current status: Phase 2 in September 2026
Here is where the scheme stands as of 15 September 2026:
- Size: The Punjab government announced plans for more than 125,000 e-bikes in Phase 2. The portal lists 100,000 e-bikes for the current round.
- Applications: The portal opened in early September 2026. A government press release said 432,000 students registered in the first two days.
- Last date: 4 October 2026, according to the portal. Dates can change, so check the portal before you apply.
- Delivery: The Chief Minister directed officials to deliver bikes to eligible students within six weeks.
- Other groups: The government has agreed in principle to extend the scheme later to government employees, government departments and delivery riders. Details for them have not been announced, so for now the scheme is for students only.
CM Punjab Electric Bike Scheme eligibility
For Phase 2, the official portal lists these rules (as of September 2026). You must:
- Be at least 16 years old on the day you apply
- Be a bonafide student of a public or private educational institution that is registered or recognised by the Punjab government
- Hold a valid driving licence, learner’s permit or juvenile driving permit
- Have a valid CNIC, B-Form or Child Registration Certificate (CRC)
- Have a guarantor, such as a parent or legal guardian, with a regular, verifiable income of at least Rs 40,000 a month
Students of federally chartered institutes, including their campuses, cannot apply. A Punjab government press release of 10 September 2026 also says only one student per family can get an e-bike.
A note on conflicting rules. The same press release repeated the older Phase 1 rules: 18 or older, a regular student of an HEC-recognised degree college or university, and a Punjab domicile or CNIC. The portal, where you actually apply, lists the wider rules above. If you are not sure you qualify, read the eligibility section on the portal before you apply.
Male and female students
The portal lists one price and one installment for all students, male or female. It does not publish a gender quota for Phase 2. In Phase 1, the quota was split equally between male and female students at the divisional level. In September 2026, Lahore traffic police opened five scooter training schools and set up scooter counters at licensing centres to help female students.
What you get
These are the Phase 2 terms shown on the official portal as of September 2026, unless the table says otherwise:

About the installment. The portal’s home page says the monthly installment is “approx. Rs. 3,000”, and the Punjab government’s scheme page also says about Rs 3,000. Some news reports, such as ProPakistani, give Rs 3,028 a month. That figure is simple arithmetic: your Rs 109,000 share divided by 36 months comes to about Rs 3,028. The portal has not published an exact payment schedule, so confirm the final amount at the approval and financing stage.
The portal’s technical sheet lists a 1,000 W rear hub motor, a 72V 30Ah battery, and a top speed of 50 to 55 km/h, with a digital display and an LED headlamp. The portal does not name the maker.
Old figures to ignore. In June 2026, the government first announced a Rs 70,000 subsidy and installments of Rs 2,100 a month, with a Rs 14,000 down payment for male students. The terms on the portal in September 2026 are different, and they are the ones that apply. If a website still shows the June figures, it is out of date.
How to apply online, step by step
- Open bikes.punjab.gov.pk and click Apply Now.
- Create an account with your full name as on your CNIC, your email, CNIC number, gender, the province that issued your licence, and a password of at least 12 characters.
- Log in with your CNIC and password.
- Fill and submit your application, then complete the documentation.
- Your details and eligibility are verified.
- Complete the approval and financing steps with your guarantor.
- Receive your bike. Free two-day riding training is also offered.

No licence yet?
You need a licence or permit before you register, because the portal’s registration page is for valid licence holders. That page has a link for applicants without a licence, which opens the Maryam Ki Dastak services page.
- If you are 16 or 17: get a juvenile driving permit first. Go to your nearest driving licence office (a traffic police licensing centre) with your father or guardian. The note on the portal’s Register page says this, and the Punjab Traffic Police website also tells people aged 16 to 18 to visit their nearest licensing centre for this permit. (The FAQ on the portal’s home page says “Sahulat Center” instead, so if in doubt, start at the licensing centre.) News reports say that since July 2026 you can also apply at any e-Khidmat Markaz. You need a B-Form or smart card and written consent from a parent or guardian, and you must pass a sign test and a road test. News reports say the permit covers motorcycles and scooters up to 125cc.

- Faster licences: In September 2026, Punjab traffic police said e-bike applicants can get a learner’s permit and a regular licence on the same day, without the usual 42-day wait.
How selection works
Far more students have registered than there are bikes, so not everyone will get one in this phase. As of 15 September 2026:
- The Phase 2 portal lists verification, approval and financing, but it has not published a selection or ballot method.
- The overview on the Punjab government’s scheme page, which still describes Phase 1, says that when applications exceed the quota, an e-ballot based on domicile district is held. That was the method in Phase 1, when the e-ballot took place on 11 May 2024. The page’s newer Phase 2 section does not mention a ballot.
- Being eligible does not guarantee you a bike.
- No one can move your name up the list. Anyone who says they can, for a fee, is running a scam.

Stay safe from fraud
- Apply only on bikes.punjab.gov.pk. Copycat websites with “scheme” or “e-bike” in their name are not the government.
- Applying is free. Nobody can add your name to the list for money.
- Never share an OTP or your password, even with someone who says they are from the scheme or a bank.
- If someone asks you for money, report it on the Pakistan Citizen’s Portal.
