Applying for a Punjab domicile online or at a counter is one of the most common tasks for students and job seekers, because a domicile is asked for in admissions, quota seats and government jobs. This guide explains the three ways to apply, the documents, the fee and delivery time from the official e-Khidmat listing, and how to track and verify your domicile.

What a domicile is and why you need it

A domicile certificate is official proof of the district and province you belong to. Universities, government departments and quota-based seats often ask for it, so a delayed domicile can hold up an admission.

In Punjab, the e-Khidmat Markaz says the certificate is issued by your relevant Assistant Commissioner (AC). Applications run through PITB’s Domicile Management System, which PITB says has been in use since 2007 and checks for duplicate issuance. So apply only in the one district you actually belong to. Official service details are on ekhidmat.punjab.gov.pk.

A Punjab domicile is issued by the Assistant Commissioner and processed through the e-Khidmat Markaz.

Three ways to apply for a Punjab domicile online or in person

1. At an e-Khidmat Markaz. This is the standard route. The centres open Monday to Saturday, 9 am to 5 pm, and close from 12:30 pm to 2:30 pm on Fridays. In Lahore, the ASTP and Town Hall centres also open in the evening, 6 pm to midnight. See our e-Khidmat Markaz guide.

2. In the GoPb app. PITB’s GoPb (Go Punjab) app added domicile applications in an update in January 2023, along with a My Activities section to track what you have submitted. You register once with your CNIC and a mobile number that can be verified, and the same username and password work for the other Punjab government services inside the app. The app’s support email, in its store replies, is gopunjab@pitb.gov.pk.

3. At home, through Dastak. The Dastak Citizen App lists “New Domicile Application” as a doorstep service. A facilitator comes to your home, collects the documents and brings back the certificate, for a service charge on top of the government fee. The app’s store page lists bank transfer, JazzCash, EasyPaisa, cash on delivery and PSID as payment options. See our Maryam Ki Dastak guide or call 1202.

Step by step at the e-Khidmat Markaz

  1. Collect Form P (the domicile application) and the AC verification form.
  2. Fill in your details and attach the documents listed below.
  3. Pay the service charge online. The e-Khidmat listing says payment is online only, so there is no bank challan for a new domicile.
  4. Keep the receipt with your tracking ID. You need it to follow the application and to collect the certificate.
  5. The Assistant Commissioner decides the application, and the certificate is delivered within 16 working days, according to the listing.

Documents you need

The e-Khidmat Markaz lists:

  • The AC verification form and Form P
  • Your CNIC, B-Form or birth certificate, and your father’s, mother’s or spouse’s CNIC
  • An affidavit on Rs 300 stamp paper
  • Two fresh passport-size photographs
  • Proof of residence: property documents, utility bills, a resident certificate, an education document or the voter list

In Faisalabad, the stamp paper affidavit has not been needed since 1 October 2019, the listing says. Take originals and copies, and confirm the list at your centre.

The fee and delivery time

A Dastak doorstep visit adds its own service charge. Fees and timelines can change, so confirm them on the official portal and keep your payment receipt.

How to check your domicile status

Use the tracking ID on your receipt:

  • On the e-Khidmat website, ekhidmat.punjab.gov.pk. The e-Khidmat Markaz says you can track an application there by tracking ID.
  • By calling the toll-free number 0800-09100 or the short code 1317. This is PITB’s 24/7 citizen facilitation line, which the Punjab government’s helpline list also gives for other PITB services such as Apni Chhat Apna Ghar.
  • In the GoPb app, under My Activities, if you applied there.

You also receive SMS updates as your application moves along. If your domicile is badly delayed, lodge a complaint on the Pakistan Citizen’s Portal with your tracking ID and application date.

Verify a domicile online

Anyone can check a Punjab domicile at domicile.punjab.gov.pk by entering the CNIC number. The site says online verification covers domiciles from 15 January 2015 onwards, which is useful when a university or employer wants to confirm yours.

Lost, wrong, or moving: duplicate, modification and transfer

  • Duplicate domicile: e-Khidmat lists a Rs 200 fee paid by 32-A challan at the National Bank of Pakistan, an affidavit, a photo, an FIR (loss report) and the same identity and residence papers. It takes up to 16 days. A police loss report can be made at a Police Khidmat Markaz.
  • Modification: e-Khidmat and Dastak both list a service to modify a domicile.
  • Moving district: Dastak lists an “NOC for Domicile Transfer” service. Ask your AC office what it needs before you apply in a new district.

Common mistakes to avoid

  • Applying in the wrong district. The system checks for duplicates, so apply where you actually belong.
  • Weak proof of residence. Missing residence documents are a common cause of delay.
  • Losing the tracking ID. You need it to track and to collect.
  • Paying an agent. Pay only the official charge, online, and keep the receipt.
