A vehicle transfer Punjab owners can rely on is done by the Excise, Taxation and Narcotics Control Department, the body that keeps the motor vehicle record. When you buy or sell a car or bike, the record must move from the seller’s name to the buyer’s name. Until that happens, the law sees the seller as the owner, and the buyer carries the risk.

Vehicle transfer Punjab in 3 steps

  1. Check the vehicle first. Verify the record on the official MTMIS portal and check for unpaid token tax and e-challans.
  2. Apply and pay. Start the “Transfer of Ownership for Motor Vehicle” service on ePay Punjab, or apply at an Excise office or an e-Khidmat Markaz. Pay the fee and any taxes through a 17-digit PSID.
  3. Give biometrics. Both the seller and the buyer verify their identity with fingerprints or face, which can now be done on NADRA’s Pak ID app. After that, Excise officers approve the transfer.

Before you buy: check the record

A transfer cannot fix a bad vehicle. Do these checks before you pay the seller:

If anything does not match, do not pay.

Documents for vehicle transfer in Punjab

The Excise department’s vehicle registration page lists these documents for a transfer of ownership:

  • the Transfer Order (T.O.) form, in the prescribed format
  • a photocopy of the seller’s CNIC
  • a photocopy of the buyer’s CNIC
  • photocopies for the witnesses
  • the original registration certificate (registration book or card), with token tax paid up to date
  • the original registration file, if the vehicle was registered under the “File Return Scheme”

The e-Khidmat Markaz service page for vehicle transfer also lists a prescribed transfer deed along with the T.O. form.

Transfer fee and taxes for 2026-27

As of 1 October 2026, the Excise Motor Vehicle Tax page lists these transfer fees:

Fees can change with each budget, so always check that page before you pay.

The transfer fee is not always the whole bill. The same page lists other charges that can apply at transfer:

  • Lifetime token tax. If a motorcycle is transferred within ten years of registration, Rs 1,500 is charged, with a 10% rebate for each financial year. For a car up to 1000cc, it is Rs 20,000 on the same terms.
  • Withholding income tax. The page has a transfer table that is higher for non-filers than for filers.
  • Capital Value Tax (CVT). For vehicles above 1300cc, the page lists CVT of 1% of the value on every transfer, for the first years after registration, with the value reduced by 10% each year.
  • Unpaid token tax. If the vehicle is a token tax defaulter, the dues are added to the transfer PSID.

Your PSID shows the full amount for your vehicle. The Excise website also links a Transfer of Ownership calculator, but when we tried it on 1 October 2026, the link returned an error.

How to apply for a vehicle transfer

Online through ePay Punjab

An Excise guide on its website explains the online route:

  1. Log in to epay.punjab.gov.pk and open Excise & Taxation, then Transfer of Ownership for Motor Vehicle.
  2. Enter the registration number. ePay shows the vehicle make, chassis number, current owner and tax position.
  3. Enter the buyer’s details: CNIC, name, father’s name, address, city, mobile number and the district where you want the transfer processed.
  4. Say whether the vehicle is on hire purchase (a bank or leasing loan). If yes, add the financing company’s name and NTN.
  5. Generate the 17-digit PSID and pay it through your bank, an ATM or a wallet.
  6. Complete the biometric verification of the seller and the buyer. Excise officers then approve the application and it is marked delivered.

You can follow the application on the MTMIS portal under Application Tracking, using the application number and the chassis number.

In person

You can also apply at your district Excise office (Motor Registration Authority) or at an e-Khidmat Markaz. The e-Khidmat service page says the transfer is issued by an Excise and Taxation officer, the fee depends on the vehicle type, and delivery takes about 7 working days. Biometric verification and the Pak ID app

Biometric verification of both owners has been part of a Punjab transfer since the Excise department launched it in January 2022. The department’s homepage announced that biometric verification for registration and transfer through NADRA’s Pak ID (Pak Identity) app would start in the last week of January 2026.

ProPakistani reported in February 2026 that the app was launched with NADRA and PITB, with a face verification option for older people whose fingerprints have faded. In July 2026 it reported the steps: the seller picks the vehicle in Pak ID, verifies, enters the buyer’s CNIC and gets a tracking ID and PIN. The buyer enters those and verifies too. Pak ID only covers the biometric step. The Excise paperwork still has to be done.

Do not leave biometrics pending. A 2024 Excise notice said that if the buyer and seller did not give biometrics within 30 days of an online transfer application, the application would be cancelled and the fees paid again.

Why an open letter is risky

Many used vehicles change hands on an “open letter”: a signed transfer form that the buyer keeps without completing the transfer. The Excise department says plainly that driving on an open transfer letter, or with a wrong owner address, is an offence. Its notice lists the problems you can face:

  • challans against the vehicle
  • the registration being blocked or cancelled
  • trouble receiving and paying e-challans
  • action by law enforcement agencies
  • needless court cases

The notice asks you to get the vehicle transferred to your name at the Motor Registration Authority quickly, and to record your correct address. The department’s 2026 token tax notice repeats this: put the vehicle in your own name, and do not forget biometrics when buying from anyone.

Fraud warnings

  • Use only official channels: excise.punjab.gov.pk, epay.punjab.gov.pk, mtmis.excise.punjab.gov.pk, the Pak ID app from the official app store, an Excise office or an e-Khidmat Markaz.
  • Never share your OTP, PIN or the Pak ID tracking PIN with anyone except the real buyer or seller of that vehicle.
  • Generate your own PSID. Do not pay a PSID or a link that someone sends you by SMS or WhatsApp.
  • Do not pay an agent to “skip biometrics”. No legal transfer works without it.
  • For a stolen vehicle check, Punjab Police offer vehicle verification at Police Khidmat Markaz.

If an official asks for a bribe, complain on the Pakistan Citizen’s Portal.

Excise helplines

The Excise department lists 0800-08786 for general queries on its contact page, and its homepage shows the helpline 1035. Call before you pay if the amount on your PSID looks wrong.
