A Police Khidmat Markaz is a Punjab Police citizen facilitation centre where you can get police services at a proper service counter, with a receipt and a tracking number, instead of navigating a police station. This guide explains the services available, what documents to bring, and how to apply.
The centres are run by Punjab Police with the Punjab Information Technology Board (PITB) as technology partner, which is how applications became trackable online.
Why these centres exist
For most people, a police station is intimidating. You do not know which desk to approach, what the fee is, or how long anything should take. That uncertainty is exactly where petty corruption grows.
A Police Khidmat Markaz changes the setting:
- A service counter, not a station room
- A published list of services
- A receipt for what you pay
- A tracking number so you can follow your application
- A feedback system to record complaints

The services people use most
Police character certificate
Needed for jobs, visas, and admissions. Take your original CNIC, apply at the counter, and pay the prescribed fee against a receipt. Your record is checked and the certificate issued.

Copy of an FIR
If you are a complainant, a copy of the FIR is your right. Bring your CNIC and whatever details you have: the FIR number, the police station, and the date. Nobody should charge you an unofficial payment for it.
Loss report
If you lose your CNIC, passport, phone, or vehicle documents, a loss report is the official record. NADRA will usually want it before issuing a duplicate CNIC. See our NADRA CNIC guide.
Tenant and employee registration
Punjab Police require landlords to register tenants, and many people also register domestic staff. The landlord normally applies with the tenancy agreement and CNIC copies of both parties.
Vehicle verification

How to apply
Step 1: Find your centre
Centres operate across Punjab districts. Locate yours through pkm.punjab.gov.pk or the Police Khidmat Service App, available for Android and iOS.
Step 2: Bring the right documents
Always bring your original CNIC. Then add what your service needs:
- Character certificate: CNIC, and passport if it is for a visa
- FIR copy: FIR number, police station, date
- Tenant registration: tenancy agreement, both CNICs
- Vehicle verification: registration book or number
- Loss report: details of what was lost and when
Step 3: Apply and pay properly
Apply at the counter or start in the app. Pay only the prescribed fee, and always take a receipt.
Step 4: Track and collect
Keep your token or reference number and track the application online. Collect from the centre, or receive by courier where offered.

- Pay only the official fee, and always get a receipt
- Ask for the expected turnaround time
- Use the feedback and complaint system if you are mistreated
- Never pay a bribe to speed up a service
If you are asked for money outside the official fee, report it through the Pakistan Citizen’s Portal, or to the Punjab Anti-Corruption Establishment.
