A learner license online Punjab application now runs on Dastak, the Punjab government’s one-window platform, and you can do the whole thing from your phone. This guide covers only the learner permit: who needs it, the steps, the fee, how long it lasts, renewal and what happens next. For the full journey from learner permit to plastic card, read our driving license online Punjab guide.
Everything here was checked on the official Dastak, DLIMS, e-Khidmat Markaz and Traffic Police Punjab pages as of October 2026. These services change, so check the official page before you pay.
What a learner permit is and who needs one
The Dastak service page says: “Any person learning to drive a motor vehicle is required to obtain a learner’s permit.” In simple words, you cannot practise on the road without one, and you cannot apply for your first regular license without one either.
The learner permit is the first step. You hold it, practise, and then go to a traffic police licensing centre for the sign test and the driving test. Our pillar guide explains those later steps in full.
Minimum age for each category
The e-Khidmat Markaz learner permit page lists these minimum ages:
| Category | Minimum age |
|---|---|
| Motorcycle or motor car | 18 years |
| LTV (rickshaw, taxi, commercial tractor) | 21 years |
| HTV | 22 years, plus 3 years of experience |
The Dastak service note also says the age for a commercial license is more than 21 years.
If you are 16 or 17, the learner permit is not for you. Traffic Police Punjab says it has started issuing juvenile driving permits to people aged 16 to 18 at licensing centres. The pillar guide has more on that.
Validity and the 42-day rule
- Validity: the Dastak service note says your learner permit is valid for 180 days. The e-Khidmat Markaz page says 6 months.
- 42 days: the e-Khidmat Markaz page for the regular license asks for your original learner permit that is at least 42 days old, within its validity period. So you must wait at least 42 days after the permit is issued before you apply for the regular license, and you must not let it expire first.
Learner license online Punjab: step by step
DLIMS, the Driving License Information Management System, still has its own website, but its home page now says “We’ve moved to Dastak”. All online learner permit applications go through dastak.punjab.gov.pk or the official Dastak app.
- Create a Dastak account. On the Dastak website choose Register as Applicant, or install the Dastak Citizen App, which the Dastak home page says is on Google Play and the Apple App Store. The sign-up form asks for your mobile number and network, your CNIC, your email address, a password and a captcha.
- Link your old DLIMS account, if you had one. The sign-up page says you can connect an existing DLIMS account after you log in, so your previous applications come across.
- Open the learner permit service. Go to Services, then DLIMS Services, and choose Learner Driving License.
- Choose how to apply. Dastak offers Self Service (you apply online yourself) or Doorstep Service (a facilitator handles it for you and comes to your home). Doorstep Service is only in the Dastak Citizen App.
- Fill the form and upload documents. Enter your details accurately and pick the category you want, such as motorcycle or car. Upload the documents listed below. The DLIMS help section says files must be clear, within the size limit and in an accepted format, such as PDF or JPEG.
- Generate your PSID and pay. After you submit, a PSID (payment slip ID) is created. Pay it through an ATM, online banking or mobile banking.
- Get and print your permit. The DLIMS help section says the permit is issued once your payment goes through, and a digital copy appears in your account. The DLIMS step list says you can print it directly from the system. The Dastak service page gives a turnaround of about 2 working days, so allow some time if it does not show at once.

Documents to upload
The Dastak service page and the DLIMS help section ask for:
- Your CNIC. DLIMS asks for a scanned copy or picture of the front and the back of your original CNIC.
- A live photograph with a white background, showing your upper shoulders.
- A medical certificate only if you are above 50 or applying for an LTV. DLIMS says it must be signed by a government doctor. The Medical Form for Driving License is on the Dastak download page.
Applying for more than one category
If you want to drive both a motorcycle and a car, you need the permit for both categories. The DLIMS help section says the online fee is Rs 500 for each category, so two categories cost Rs 1,000 before other charges.
Learner permit fee in Punjab
As of October 2026, this is what the official pages show for the online learner permit:
| Charge | Amount | Source |
|---|---|---|
| Learner permit fee | Rs 500 per category | DLIMS help section |
| Dastak platform fee | Rs 15 | Dastak service page |
| Facilitator fee (Doorstep Service only) | Rs 950 | Dastak service page |
The Dastak page itself shows the service fee as “Varies”, because it depends on the categories you choose. Always pay the exact amount on your PSID, and keep the receipt.
The license fee, test fee and courier fee you pay later for the regular license are separate. You will find the full official fee table in our driving license guide.
Renewal, expiry and a lost learner permit
Renewal. As of October 2026, Dastak lists a separate service called Renewal of Learners Driving License. Dastak says it is used to extend the validity of a learner permit for more driving practice. It asks for the same documents as a new permit, and its fee is also shown as “Varies”, so check your PSID.
Lost or damaged permit. DLIMS says the digital copy of your learner permit stays in the account you used to apply. Log in to Dastak and print it again from there. We could not find a separate “duplicate learner permit” service on Dastak.
Checking a permit. The public tool at dlims.punjab.gov.pk/verify only offers regular, international and juvenile licenses. Your Dastak account is the place to see your learner permit. For checking a full license, see our driving license verification by CNIC guide.
Apply at a counter instead
You do not have to apply online. Three in-person options are listed on official pages:
- e-Khidmat Markaz. The e-Khidmat Markaz service page lists Learners Driving License, with the permit “delivered on the spot” and issued by the City Traffic Police officer. You bring your original CNIC, plus a medical certificate if you are over 50. It lists a service charge of Rs 60 per category, paid in postal stamps, but some fees on that site look older than the DLIMS table, so confirm at the counter. See our e-Khidmat Markaz guide.
- Police Khidmat Markaz. The Police Khidmat Markaz website lists Learner Driving License among its services. See our Police Khidmat Markaz guide.
- Licensing centres and mobile vans. Traffic Police Punjab publishes a list of licensing offices by district and a schedule for its mobile licensing vans.
After the learner permit: sign test and driving test
Once your permit is at least 42 days old, and still valid, you go in person to a traffic police licensing centre. There you take a traffic sign test and a road driving test. The e-Khidmat Markaz regular license page asks you to bring:
- Your CNIC
- Your original learner permit, at least 42 days old within its validity
- A medical certificate if you are 50 or older
The Traffic Police Punjab website has free video tutorials on its tutorials page, including how to take the sign test and how to get your learner permit. Use your 42 days to practise and to learn the road signs.
Motorcycle and e-bike students. In April 2026, the traffic police announced that motorcycle applicants could get a learner and a regular license on the same day. In September 2026, they said students applying for the CM Punjab electric bike scheme can get both on the same day without the usual 42-day wait. These are special arrangements, so ask your licensing centre whether one applies to you.
Stay safe from fake apps and agents
- Apply only on dastak.punjab.gov.pk or the official Dastak app published by PITB. In January 2026, news reports quoted the traffic police warning that a site called dastakpunjab.online has no connection with the Punjab government.
- Pay only through your PSID. Never send money to a person’s mobile wallet or bank account.
- Never share your OTP or password, even with someone who says they work for Dastak.
- Nobody can give you a regular license without the tests. Ignore any agent who promises that.
