The difference between BISP and PSER is simple once you see who runs each one. BISP is the federal Benazir Income Support Programme, and it chooses families from a national survey called the NSER. PSER is the Punjab Socio-Economic Registry, the Punjab government’s own list of households. They are separate systems, and being in one does not put you in the other.
Many families mix them up because both use a household survey and a PMT score. This guide puts them side by side, as of September 2026, and answers the question most people really have: do I need both?

In one line: BISP is a programme that pays you, and NSER is its list. PSER is only a list, used by some Punjab schemes.

What BISP is
BISP is Pakistan’s main federal cash support programme. It does not ask you to apply for money. Instead, it looks at your household’s record in the NSER, a nationwide survey of how families live, and works out a poverty score called the PMT score. A lower score means greater need.
For Benazir Kafaalat, BISP’s main stipend, BISP’s own page says the PMT cut-off is 32, approved by the BISP Board on 23 September 2021. For a family with a person with a disability, the cut-off is 37. The money goes to a woman of the household who is or has been married. What PSER is
PSER is the Punjab government’s own household registry. The official website, pser.punjab.gov.pk, says it collects details such as family composition, education, employment and housing through a door-to-door survey by trained teams. PSPA then cleans the data, checks wealth and assets with other departments, and works out a PMT score.
PSER does not pay money by itself. Punjab built it because, before 2024, the province relied on the federal NSER and could not update that data itself. Our what is PSER guide explains the history and the NADRA partnership.
Which schemes use which registry
This is where the two really matter. As of September 2026, official scheme rules say:

Notice the surprise: some Punjab schemes use the BISP score, not PSER. So “Punjab scheme” does not always mean “PSER”. Only some Punjab programmes use PSER, and each one sets its own rules. Our PMT score guide explains both scores.
Is PSER registration needed for BISP?
No. BISP decides eligibility from the NSER only. It does not pick families from PSER, and a PSER record does not appear in the 8171 result. If 8171 says your CNIC is not found, the fix is the NSER survey at the Benazir Registration Desk in your BISP Tehsil office, not PSER.
The reverse is also true. Being in BISP does not put your household in PSER.
Do you need both?
If you live in Punjab, the honest answer is: usually yes, if you want the best chance of help. Here is why:
- For federal support, such as Kafaalat, Taleemi Wazaif or Nashonuma, only your NSER record counts.
- For Punjab schemes that use the BISP score, such as the Himmat Card, your NSER record also counts.
- For Punjab schemes that use PSER, such as the Rehmat Card or Apni Chhat Apna Ghar, your PSER record counts.
If you live outside Punjab, PSER does not apply to you. Other provinces have their own schemes, so check yours.
Both registrations are free. Neither one guarantees a payment. Each one only puts your household on record so that programmes can assess you.
BISP or PSER: which is better?
This is a common search, but it is not a real choice. They are not competing schemes. BISP pays federal stipends. PSER is a list that some Punjab schemes read. Being in one does not reduce your chances in the other. The better question is: which scheme do I want, and which registry does it use? The table above answers that.
How to register and check, side by side
BISP (NSER):
- Go to the Benazir Registration Desk in your nearest BISP Tehsil office with your original CNIC, family CNICs and children’s B-Forms.
- Complete the household survey. It is free.

PSER:
- As of September 2026, the official website shows information about the registry but no registration button. Its “Last Date: January 31, 2025” notice is old.
- The government’s budget speech in June 2026 called the survey fully completed, while PSPA’s vice chairperson wrote in September 2026 that it stood at 92 percent. Official statements differ.
- So call the PSER helpline 0800-02345 and ask how to add or update your household. If you registered online earlier, log in at portal-pser.punjab.gov.pk. Our PSER online registration guide and PSER last date guide track the status.
Common mix-ups
- “8171 will show my PSER status.” No. 8171 is BISP only.
- “I registered in PSER, so BISP will pay me.” No. BISP uses the NSER.
- “Every Punjab scheme uses PSER.” No. The Himmat Card and Minority Card use BISP’s NSER data.
- “My PSER score and BISP score are the same.” No. They come from different surveys and can differ.
Beware of agents and fake sites
- Registration and checks are free in both systems. Nobody can add your name or change your score for money.
- Only 8171 is BISP’s official number, and only pser.punjab.gov.pk and portal-pser.punjab.gov.pk are official PSER addresses.
- Never share an OTP or PIN, even with someone who says they are from BISP or PSPA.
