If your BISP payment not received worry has lasted more than a few days, the cause is almost always one of a small number of problems, and each one has a free official fix. This guide covers the Benazir Kafaalat stipend, the main BISP cash payment. It explains the common reasons, what your 8171 result means, and where to complain.
BISP payment not received: 3 steps to take first
- Check your status. Open 8171.bisp.gov.pk and enter your 13-digit CNIC, or send your CNIC without dashes to 8171 by SMS. It is free.
- Match the result to a reason in the table below. “Not eligible” and “eligible, no money” need different fixes.
- Go to your nearest BISP Tehsil office with your original CNIC, or call the free BISP helpline 0800-26477. Staff there can see your record and register a complaint.

Common reasons a Kafaalat payment does not arrive

The payment has not reached you yet
As of September 2026, the Kafaalat stipend is Rs 14,500 a quarter, as BISP announced on 18 February 2026. It is paid every three months, but not every beneficiary is paid on the same day. You have not collected your Benazir SIM
BISP says that from July 2026, Kafaalat is paid only into the digital wallet linked to the free Benazir SIM it issues. When BISP started giving out the SIMs in November 2025, it told eligible women to collect them from the nearest BISP office or a designated campsite. If you have not collected yours, or the SIM is in someone else’s phone, your money may have nowhere to go. Take your original CNIC and your own phone to your BISP office. Your fingerprints do not verify
BISP’s Kafaalat page says the money is paid after Biometric Verification. Older women and people who do manual work often have worn fingerprints. BISP says that if your fingerprints do not verify, you can be paid through a bank account instead. Ask at your Tehsil office rather than trying at several shops.
You are no longer eligible after a new survey
BISP now updates its registry more often. If your household was surveyed again, your PMT score may have changed. For Kafaalat, BISP’s cut-off is a PMT score of 32, or 37 for a family with a person with a disability. Above that, payments stop. Your record is out of date
BISP checks its registry against NADRA. A death, divorce or new child that is recorded in one place but not the other can hold things up. Update your CNIC or family record with NADRA first, then update your household with BISP.
The beneficiary has died
BISP’s Kafaalat page describes a Next of Kin policy. The family submits the deceased woman’s CNIC, the NADRA CNIC cancellation certificate, the Union Council death certificate and the CNICs of family members at the nearest BISP Tehsil office. How to complain if your BISP payment is not received
BISP’s website says it has a Grievance Redressal Mechanism linked to its partner banks. In August 2025, BISP also launched an Integrated Grievance Management System to track each complaint from registration to resolution. To use it:
- Visit your nearest BISP Tehsil office. Take your original CNIC and the mobile number linked to your payment. Ask the staff to register your complaint.
- Or call the helpline 0800-26477. It is toll free. BISP’s website says it answers Monday to Friday, 9am to 5pm.
- Keep the complaint number or the name of the officer you spoke to.
- If nothing moves, you can also file a complaint about the federal department on the Pakistan Citizen’s Portal.
A complaint is free. Nobody at a BISP office should ask you for money.

How BISP pays you
BISP’s own website says Kafaalat money is paid through its partner banks after fingerprint checks. It also lists active Kafaalat campsites. Since July 2026, BISP says the money goes into your Benazir SIM wallet. You get an SMS when it arrives, and it stays in your wallet until you withdraw it at an authorised retailer or agent of a BISP partner bank. Never go to a private home. Agents who cut money: what BISP says
Deductions are the complaint BISP hears most. Keep these rules in mind:
- The only official charge is the withdrawal fee. In July 2026, the State Bank told a National Assembly committee that the cash withdrawal fee from the wallet is Rs 280, ProPakistani reported. Online and Raast transfers are free.
- Refuse any other cut. In March 2026, BISP’s chairperson said that anyone paid less than the official amount can complain at their BISP Tehsil office. She said verified complaints lead to legal action against the agent and the money being returned, ProPakistani reported.
- Never hand over your phone, OTP or PIN. You need only your CNIC and fingerprint.
- Count your money and check it against the SMS you get after withdrawing.
Scams that target people waiting for payment
When a payment is late, fraudsters step in. Watch for these:
- “Pay a fee and I will release your stuck payment.” No one can release a BISP payment for money.
- Calls or SMS from numbers other than 8171. BISP says 8171 is its only official number.
- Websites that look like 8171. The real portal ends in bisp.gov.pk. Our 8171 web portal guide shows how to spot a fake.
- Anyone asking for your OTP or PIN. Real BISP staff never ask for them.
If someone asks for money or codes in BISP’s name, report it on 0800-26477 or at your Tehsil office.
