The CM Punjab Livestock Card gives livestock farmers in Punjab an interest-free loan to feed their male calves. As of September 2026, Phase 3 applications are closed, and the next season has not been announced. This guide explains what the closed notice means, what happens to applications already made, how to ask about yours, how the loan worked, and how to get ready for the next season.

The scheme is run by the Livestock and Dairy Development Department, Punjab. The card itself is issued by the Bank of Punjab. Its stated aim is to help small and medium farmers pay for feed supplements and adopt better feeding practices.

CM Punjab Livestock Card status: Phase 3 is closed

As of September 2026, the official portal plc.punjab.gov.pk no longer shows an application form. It shows this notice instead, in English and Urdu:

Current Application Season is Closed. Applications for the Chief Minister Punjab Livestock Card are currently closed. Please visit this portal again for updates regarding the next application season.

What this means for you:

  • You cannot apply right now, online or anywhere else. Any website, WhatsApp message or agent offering to “register” you for the Livestock Card is not official.
  • Phase 3 opened on 15 July 2026, on a first come, first served basis, according to the Livestock Department’s official poster.
  • The portal does not give a closing date. In late July 2026, the Livestock Department’s focal person in Rawalpindi told APP that about 15 to 20 days of registration were left, and that an extension could be considered.
  • No date for the next season had been announced when we checked in September 2026.

The portal lists its helpline as 0800-09211. That is the same toll-free number as 08000-9211, which is how the department’s posters write it.

Phase 3 at a glance

The Livestock Department’s official Phase 3 poster, and its officers speaking to the press in July 2026, gave these details:

These figures change between phases. Before you rely on any number for a future season, check the official Livestock Department website or call the helpline.

How much loan Phase 3 gave

The loan is worked out per animal. In July 2026, a Livestock Department officer said each eligible animal counts for Rs 27,000. So the limit depended on how many male calves you kept:

Most of the loan stays on your card as credit for feed. You spend it on approved feed at registered dealers in your tehsil. Only a part of it, up to 25% of the loan, can be withdrawn as cash.

For comparison, the first phase in 2024 allowed 5 to 10 calves and a loan of Rs 135,000 to Rs 270,000. The second phase in 2025 raised the limit to 20 animals.

What happens if you applied in Phase 3

Applying does not guarantee a card. Every application is checked before the Bank of Punjab issues anything. In earlier phases, the official checks were:

  • Identity: NADRA verification of your CNIC
  • Credit: a check of your loan history through the e-CIB (Electronic Credit Information Bureau)
  • Animals: a physical check of you and your calves by the Urban Unit

For Phase 3, the Rawalpindi focal person told APP in July 2026 that a scrutiny and verification process of about one month would start after registration closed. Cards would be issued and funds released to approved accounts after that. Timings can slip, so treat this as a rough guide, not a promise.

If you are approved, the Bank of Punjab issues your card. You then buy wanda, silage and mineral mixture from registered dealers in your tehsil.

Not everyone who applies gets a card. In January 2025, the Livestock Minister said Phase 1 had received 117,750 applications and about 14,000 had been approved so far, according to a news report.

How to check your Livestock Card application status

As of September 2026, the portal has no online status check. It shows only the closed notice and the helpline. To ask about your application:

  1. Call the helpline 08000-9211 (toll-free, 24/7). In July 2026, a department official told APP that the helpline is there for guidance and complaints.
  2. Visit the facilitation desk at the veterinary hospital where you applied, or your nearest Civil Veterinary Hospital.
  3. Keep the SIM registered on your CNIC switched on, so you do not miss a call about your application.
  4. Keep the calves you declared. Earlier phases included a physical check of the animals, so they need to be there if someone comes to see them.

Websites that ask for your CNIC to “check Livestock Card status” are not official. Do not type your CNIC into them.

Who is eligible

The official Phase 3 poster listed four conditions:

  • You live in Punjab
  • You own at least 5 male calves (buffalo calves or cattle calves)
  • You have an active SIM registered in your own name
  • You hold a valid CNIC that has not expired

The official scheme rules, first published for Phase 1, add two more: registration in the Livestock Department’s SPMS-9211 register, and a clean credit history with no loan defaults. The Livestock Card rules do not list PSER registration. The check is based on the department’s own register of farmers and animals, plus your credit record.

About age limits: the official Phase 3 poster does not mention one. Some websites quote a maximum age of 55, but that rule belongs to a different scheme, the CM Livestock Asset Transfer to Rural Women Scheme.

Get ready now: register in SPMS-9211

SPMS-9211 stands for Strengthening of Performance Management System. It is the Livestock Department’s digital system, built with the Punjab Information Technology Board. It keeps records of farmers, animal treatments, vaccinations and artificial insemination. It also runs the free helpline 08000-9211.

This matters because the official rules require applicants to be registered in SPMS-9211, and your animals must be registered and verified by the department.

To register, visit your nearest Civil Veterinary Hospital with your CNIC and ask the staff to register you and your animals. You can also call 08000-9211 and ask how to register in your area. Doing this while the season is closed means you are ready when the next one opens.

When the next season opens

As of September 2026, the Livestock Department had not announced a date for the next application season. The portal says to visit it again for updates. Keep an eye on:

For reference, Phase 3 took applications in four ways: online at plc.punjab.gov.pk, through a QR code on official posters, at facilitation desks in veterinary hospitals, and through the helpline. The online form asked for your name, CNIC, mobile number, division, district, tehsil and mauza. It also had a box agreeing to the Bank of Punjab’s terms, which included repaying the loan as agreed and prioritising your fattened animals for export linkage. A new season may change any of this, so read the new notice before you apply.

Earlier phases in 2024 and 2025 also took applications by SMS: PLC, a space, then your CNIC, sent to 8070. The Phase 3 announcements did not list this SMS, and the season is now closed, so do not send it. Our 8070 SMS guide explains how that code works.

Repayment: it is a loan, not a grant

The loan is interest-free, but you must pay back the full amount you borrow.

  • In Phase 1, the official terms were 4 months to use the loan, plus 1 month to repay it.
  • For Phase 2, a 6-month use period was reported, with repayment starting in the seventh month.
  • For Phase 3, confirm your repayment dates with the Bank of Punjab before you sign or spend.

In 2025, officials asked cardholders to repay at Bank of Punjab branches. They also said farmers who did not repay on time would not be allowed into the next phase, and could find it harder to get other government financial help. The department reported that about 95% of first-phase loans were recovered.

So if you want a place in the next season, repay any earlier Livestock Card loan on time. If you cannot, speak to your bank branch or the helpline early, before the deadline passes.

Registration is free

Nobody can charge you to apply for the Livestock Card. Specifically:

  • No agent can add your name, speed up your application or guarantee your loan
  • Nobody can apply for you while the season is closed
  • Never share an OTP or your card PIN, even with someone who says they are from the bank or the department
  • Use only plc.punjab.gov.pk, a veterinary hospital desk, or 08000-9211

If someone demands money, report it through the Pakistan Citizen’s Portal.
