Advertisement No. 10/2026 asks for 3 Assistant Directors (Engg) and 3 Assistant Directors (TP), all in BS-17, for the Punjab Housing and Town Planning Agency (PHATA) under the Housing, Urban Development & Public Health Engineering Department. Apply online by 5 October 2026. Both posts are on 3-year contracts, and you can be posted anywhere in Punjab.

What PHATA does
PHATA’s own website says the agency grew out of Housing and Physical Planning Punjab, set up in 1973, and took its present form under the PHATA Ordinance 2002. It develops low-cost housing schemes for low-income families, prepares master plans and regional plans, plans satellite towns, keeps a land bank with GIS records, and oversees private housing schemes. It also runs the Apni Chhat Apna Ghar and Apni Zameen Apna Ghar programs.
The advertisement does not list the duties of either post. As of 18 September 2026, PPSC’s Job Description and Eligibility Criteria pages stopped at case 22A2026 and did not yet cover these two cases, so look at them again before your interview.
Who can apply
The two posts share the same scale, contract and posting rules, but the degree, the council registration and the age limit are different. Apply for the one that matches your degree.
Assistant Director (Engg), 3 posts
- Degree: B.Sc. (Engg) in Civil Engineering from a recognized university, or an equivalent qualification recognized by the government.
- Registration: valid permanent registration with the Pakistan Engineering Council (PEC), issued on or before the closing date.
- Age: 21 to 28. With the 5-year relaxation printed in the ad, men can apply up to 33. Women get 8 years, so they can apply up to 36.
Assistant Director (TP), 3 posts
- Degree: B.Sc. City & Regional Planning from a recognized university, registered with the Pakistan Council of Architects and Town Planners (PCATP).
- Registration: valid permanent PCATP registration, issued on or before the closing date.
- Age: 21 to 35, which the printed relaxation raises to 40 for men and 43 for women.
The ad writes this post only as “(TP)”. Its degree and council registration show that it is the town planning side of the agency.
Rules for both posts
- Domicile: any district of Punjab. PPSC’s instructions accept a domicile issued by the closing date, or one issued later if you applied for it before the closing date and can prove it.
- Gender: male, female and transgender candidates can apply. For transgender candidates, age and sex are taken from the CNIC.
- Experience: the ad asks for none, so a fresh graduate who already holds the registration can apply.
- Age date: for posts like these, PPSC’s instructions count your age on the closing date, 5 October 2026.
- Earlier service: years spent with the federal government, federal semi-government or autonomous bodies, or local bodies earn no age concession.
The registration deadline
This is the condition most likely to catch recent graduates. The note under each post asks for registration that is valid, permanent and issued on or before 5 October 2026. The general notes at the foot of the ad also say you should have obtained or applied for your council certificate by the closing date and must show it at the interview. Since the note under each post is stricter, do not rely on a pending application alone. If your PEC or PCATP card has not been issued yet, follow it up with the council now.
Pay scale and job type
Both posts are in BS-17 and are filled on contract for 3 years, as printed. The advertisement gives no monthly salary figure, so treat pay figures on job blogs with caution. Because the place of posting is anywhere in Punjab, be ready to work outside your home district.
How to apply for PHATA assistant director jobs 2026
- Open the Jobs page on ppsc.gop.pk and find Advertisement 10/2026. Choose “ASSISTANT DIRECTOR (ENGG)” (case 23A2026) or “ASSISTANT DIRECTOR (TP)” (case 24A2026). Both are listed under the Housing Urban Development & Public Health Engineering Department.
- Read the Important Instructions, enter your CNIC, and verify your own email address and mobile number.
- Fill in your personal profile exactly as it appears on your CNIC and degree.
- Pay the Rs 600 fee against the 17-digit PSID the form gives you.
- Upload your photograph and a picture of your CNIC front, each under 25KB, and enter your degree with its marks.
- Submit before 5 October 2026, and keep your Application Number and the Token Number that PPSC sends you.

Documents you need
PPSC checks documents at the interview, not when you apply. Everyone sits the test provisionally, at their own risk, so make sure you really meet the conditions before paying. Keep these ready:
- CNIC
- Punjab domicile certificate
- your B.Sc. (Engg) Civil or B.Sc. City & Regional Planning degree, with marks certificates showing marks obtained and total marks, or a percentage certificate, since CGPA is not accepted
- PEC registration (Engg) or PCATP registration (TP), valid and issued by 5 October 2026
- an equivalence certificate from HEC or the department’s Qualification Equivalence Determination Committee, if your degree is foreign or claimed as equivalent
- an NOC or Departmental Permission Certificate, if you are a government employee
- a disability certificate from the Social Welfare Department’s council, if you apply as a specially abled candidate

Application fee
The PPSC Jobs page shows Rs 600 for each of the two cases. After you fill in your profile, the form gives you a 17-digit PSID. Pay it under the GoPb biller through any of these:
- an ATM, internet banking or your bank’s mobile app
- JazzCash, Easypaisa or UPaisa
- the counter of a 1Link member bank
Specially abled candidates pay no fee. Each post needs its own PSID and its own fee, and PPSC does not refund fees. Paying is not the last step: the application counts only after you finish the form and submit it.
Selection process
The syllabus column in the ad says “(if held)”, so PPSC decides whether a written test is needed. If a test is held for either case:
- It is one MCQ paper of 100 marks and 90 minutes.
- All questions are qualification related (100%): civil engineering for the Engg post, and city and regional planning for the TP post.
- PPSC’s instructions deduct 0.25 marks for each wrong answer, and you need 40% to qualify.
- Normally 5 candidates per post are called for interview, which means about 15 for each case here, though the PPSC Chairman can raise that number.
- You need 50% in the interview.
PPSC posts admission letters and interview schedules on ppsc.gop.pk and alerts candidates by SMS and email. It does not send anyone an individual admission letter.

The two posts are serials 174 and 175 in the PPSC Advertisement No. 10/2026 PDF, under the heading Housing Urban Development & Public Health Engineering Department, Punjab Housing and Town Planning Agency (PHATA). The ad prints PPSC’s UAN, 042-111-988-722, and its address, LDA Plaza, 7-Edgerton Road, Lahore. You can read about the agency itself at phata.punjab.gov.pk, but applications go only through PPSC.
Beware of fake job offers
A BS-17 post draws people who claim they can “arrange” a seat for money. They cannot. PPSC selects on test and interview marks, and its Important Instructions page lists a Commission member’s email and phone for reporting anyone who offers undue favour. The ad itself says that information shared by anyone other than PPSC’s website is not authentic. Pay only the Rs 600 fee against your own PSID, never send money to a person, and report fraud on the Pakistan Citizen’s Portal.
