Apni Zameen Apna Ghar is a Punjab government program that gives a free 3-marla residential plot to families who do not own any plot or house. This guide explains who qualifies, how the ballot works, which districts had plots, and the rules after you win.

The program is run by the Punjab Housing and Town Planning Agency (PHATA). The official portal is azag.punjab.gov.pk.

What Apni Zameen Apna Ghar offers

Chief Minister Maryam Nawaz Sharif launched the online portal in May 2025, as part of her “Housing for All” vision. The offer is simple:

  • A free 3-marla residential plot, with no fee for the plot
  • The plot is in a government housing scheme in your own district
  • Winners are chosen by a computerised ballot after their details are checked
  • Winners can then apply for an interest-free loan under Apni Chhat Apna Ghar to build a house

The name means “your own land, your own home”.

Current status, as of September 2026

Here is what has happened so far:

  • May 2025: the online portal opened for applications.
  • July 2025: new applications were stopped so officials could check the ones already received. Scrutiny committees headed by Deputy Commissioners were set up in all 19 districts.
  • November 2025: the first digital ballot was held. More than 483,000 people had registered, and Dawn reported that 18,308 were declared eligible after verification, for 2,000 plots.
  • February 2026: a computerised ballot gave winners their block and plot numbers.
  • June 2026: allotment letters were being handed to winners, for example in Bahawalpur.

As of September 2026, the registration page on the portal says “Registration has been closed”. We found no official announcement of a second phase yet, so check the portal and the helpline for any new window.

Who is eligible for a free plot

The official eligibility list on the portal has six conditions:

  1. You must be a permanent resident of Punjab as per your valid CNIC.
  2. You can only apply for schemes within your own district.
  3. You, your spouse and your dependent children must not own any plot or house anywhere in Pakistan.
  4. You must have a clean criminal record.
  5. You must not be a defaulter of any bank or financial institution.
  6. Your information must be accurate. False declarations can lead to disqualification.

The official list does not set an income limit or a PSER score. But the form asks for income information and income proof, and the program is aimed at poor and homeless families.

Documents you need

According to the portal’s FAQ, you need:

  • Your CNIC
  • Income proof
  • An affidavit saying you do not own any property
  • Any other documents listed in the application guidelines

How to apply online on azag.punjab.gov.pk

Registration is closed right now. When a new window opens, the official steps are:

  1. Visit the portal at azag.punjab.gov.pk.
  2. Register or log in. The login page asks for your email and password.
  3. Fill in the form with your personal details and income information.
  4. Upload scans of the required documents.
  5. Review and submit. Check every detail, because false information can disqualify you.
  6. Track your status by logging in again.

How the Apni Zameen Apna Ghar ballot works

The official process has four stages: application, scrutiny, balloting and allotment.

In scrutiny, PHATA checks each application against the rules, including that you own no other property. In Bahawalpur, officials said every application would also go through police verification.

In the ballot, a computer picks winners from the eligible applicants. Far more people qualified than there were plots, so many eligible families did not win. If that happened to you, it was the draw, not a rejection.

Districts in the first phase

The district quota table on the portal lists 2,000 plots in 23 schemes across 19 districts. (An earlier government notice gave the figure as 1,892.)

If your district is not listed, it had no plots in the first phase.

Rules after you win a plot

The portal’s allotment terms are strict:

  • Start building within six months of getting possession, following the building by-laws, and finish within two years.
  • Do not sell, transfer or lease the plot for at least five years from allotment. A transfer in that time cancels the allotment automatically.
  • Use the plot only for a home. Commercial activity and unauthorised building are not allowed.
  • PHATA can inspect the plot at any stage of construction.
  • If you miss the deadlines or break the rules, the allotment can be cancelled after a one-month written notice. PHATA then takes the plot back without compensation. The same applies if you gave false information.
  • Disputes go to PHATA’s Grievance Redressal Committee.

How they combine: if you win a plot, the government says you can apply for an Apni Chhat Apna Ghar loan to build on it. The ACAG portal accepts plots of up to 5 marla in urban areas and up to 10 marla in rural areas, so a 3-marla plot fits. But the loan has its own rules, including registration in the Punjab Socio-Economic Registry with a PMT score of 60 or below. Register in PSER early so your loan is not delayed.

Reported repayment terms have varied (7 years on the ACAG portal, and about Rs 14,000 a month over nine years in November 2025 news reports), so confirm them before you apply. Our Apni Chhat Apna Ghar guide covers the loan in detail.

Registration is free

The government says the plots are completely free, without any fee. So:

  • No agent can add your name or get you picked in the ballot for money. The draw is computerised.
  • Never share an OTP or your password with anyone, even someone claiming to be from PHATA.
  • Only trust results you see yourself on azag.punjab.gov.pk.
  • Nobody can sell you an Apni Zameen Apna Ghar plot. Allotted plots cannot be transferred for five years.
