The Humqadam program pays persons with disabilities in Punjab a monthly cash allowance. This guide explains who qualifies, the two documents that decide it, how payment reaches you, and how it differs from the Himmat Card.

It is run by the Punjab Social Protection Authority (PSPA), and its stated aim is to improve the social inclusion of persons with disabilities in Punjab.

The gap the Humqadam program fills

Outside formal-sector employment, there has historically been little regular financial support for persons with disabilities through the public sector in Punjab. Families carried the cost alone.

Humqadam addresses that with a predictable monthly payment, rather than one-off assistance that arrives unpredictably or not at all.

How much is paid

Enrolled persons receive Rs 2,000 per month, paid through branchless banking via a payment service provider rather than at an office counter.

Payment amounts are policy decisions and can change. Treat this figure as accurate as of 2026 and confirm the current amount on the PSPA helpline 1221.

Who is eligible

There are two conditions, and both must be met:

1. A PMT score of 30 or less

Your household must score 30 or below on the Proxy Means Test in the National Socio-Economic Registry (NSER). That score is calculated from household survey data, not from anything you write on a form.

2. A special CNIC or B-Form from NADRA

You must hold a special CNIC, or a special B-Form for a child, issued by NADRA identifying the person as disabled.

Humqadam pays Rs 2,000 monthly through branchless banking to persons with disabilities in Punjab.

The step most people are missing

Almost everyone who gets stuck on Humqadam is stuck on the special CNIC, so it is worth being clear about where it comes from.

It comes from NADRA, not from PSPA. No amount of calling the social protection helpline will produce one.

The usual sequence is:

  1. Get a disability certificate from an authorised medical board. Your District Social Welfare Office explains how to be assessed.
  2. The board examines the person and, if eligible, issues the certificate.
  3. Take that certificate to a NADRA centre and apply for the special CNIC or special B-Form.
  4. With the special CNIC in place, the disability is recorded in the national system.

This takes time, and it is worth starting now rather than when a registration window opens.

If your PMT score is the problem

The score comes from your household survey, so if it does not reflect your situation, the route is a re-survey rather than an appeal.

Ask for your NSER record to be updated at your BISP Tehsil Office if:

  • The disability was never recorded in the survey
  • The earning member has died
  • The household has lost work, land, or livestock
  • The survey was done years ago and the details are now wrong
  • Your household was never surveyed at all

Humqadam and the Himmat Card are not the same

These two are constantly confused because both support persons with disabilities in Punjab.

They are separate programs with separate rules. Being in one does not enrol you in the other, and it is worth checking both. Our Himmat Card registration guide covers that route.

Keeping your payment running

PSPA notes that beneficiary numbers rise and fall with life verification and new registrations. In practice that means:

  • Keep your CNIC valid and not expired
  • Keep an active mobile number registered on your own CNIC
  • Complete any verification you are asked for, promptly
  • Tell PSPA if your address or contact details change

A payment that stops is more often a verification or record problem than a removal from the program.

Applying for more than one program at a time

Humqadam, the Himmat Card, and the income generation scheme are separate applications with separate rules. Nothing stops you pursuing all three, and many households should.

The reason is that they do different jobs:

  • Humqadam gives a predictable monthly amount for day-to-day costs
  • The Himmat Card adds a quarterly stipend
  • The income generation scheme funds a business, if work is realistic

One document unlocks most of this: the disability certificate, and the special CNIC that follows from it. Getting that sorted once opens several doors rather than one.

If work is not realistic, focus on Humqadam and the Himmat Card. If it is, the loan scheme can change the household’s position far more than a stipend will.

Registration is free

Nobody can charge you for Humqadam registration, and nobody can change your PMT score for money. Specifically:

  • The special CNIC is obtained from NADRA at its normal official fee, paid at a NADRA centre against a receipt
  • No agent can add your name to the program
  • Never share an OTP, including with someone claiming to be from PSPA or a bank

If someone demands payment, report it through the Pakistan Citizen’s Portal.
