Chief Executive Officer (CEO)
- Education: a Bachelor’s degree in Engineering is the minimum. Preference goes to a Master’s degree in Engineering, Engineering Management, or Business or Project Management from HEC recognised or accredited universities.
- Experience: 20 years of post qualification experience in the power sector, of which 5 years must be at a senior management position as CEO or directly reporting to the CEO.
- Preference: experience in a transmission utility, contract management, power sector regulatory affairs and tariff matters.
- Maximum age: 62 years at the time of advertisement.
- The CEO must also meet the “Fit and Proper” criteria of the Public Sector Companies (Appointment of Chief Executive) Guidelines, 2015.
Chief Financial Officer (CFO)
You need one of these two:
- membership of a recognised body of professional accountants with at least 5 years of relevant experience, in case of public sector companies with total assets of 5 billion rupees or more; or
- a master’s degree in finance from an HEC recognised university with at least 10 years of relevant experience, in case of other public sector companies.
Preference goes to finance or tariff experience in the power sector. Maximum age: 50 years.
General Manager Technical
- Education: a Bachelor’s degree in Electrical or Mechanical Engineering from an HEC recognised university is the minimum. A master’s in Electrical or Mechanical Engineering from an HEC recognised university is preferred.
- Experience: at least 10 years at management level in the power sector.
- Maximum age: 50 years.
Company Secretary (CS)
You need one of these, with at least 5 years of relevant experience:
- membership of a recognised body of professional accountants; or
- membership of a recognised body of corporate or chartered secretaries; or
- a master’s degree in business administration or commerce, or a law degree, from an HEC recognised university.
Maximum age: 40 years.
For everyone: the ad says PGCL is an equal opportunity employer, and the portal shows both men and women can apply. Government employees must get a NOC from their department or organisation before applying. The portal listings also say a domicile is required; the ad itself does not mention domicile. What each post will do
The ad lists these key responsibilities:
- CEO: report to the Board of Directors, grow the business by expanding the power market, extend the network, deliver strategic plans and targets set by the provincial government and the Board, build a leadership team, liaise with the regulator, federal government, other provinces, investors, banks and bulk power consumers, follow the Competitive Trading Bilateral Contract Market (CTBCM), and keep the company profitable.
- CFO: supervise the finance and accounts department, prepare the annual budget and financial statements, business and investment plans, financial plans and procedures, and manage revenue collection and cash flow.
- GM Technical: plan and design transmission lines and grid stations, oversee their operation, supervise connection agreements, find projects for the government or public private partnership (PPP) mode, select and monitor consultants and contractors, and supervise operation and maintenance of the grid system.
- Company Secretary: advise the Board on legal and financial risks, ensure the company follows all statutory regulations, schedule Board meetings, draft and issue minutes, and handle other duties from the CEO or Board.
Pay scale and job type
These are not BPS posts. The ad prints a lump sum salary range for each post:
- CEO: PKR 1,200,000 to 2,000,000
- CFO: PKR 600,000 to 1,000,000
- General Manager Technical: PKR 600,000 to 1,000,000
- Company Secretary: PKR 400,000 to 800,000
The ad does not say whether these amounts are per month. The Punjab Jobs Portal shows the same figures under “Monthly Salary”.
